I think I have an understanding of your frustrations. When I took over the park last September I was instructed to enforce rules. My predecessor had been lax in this area.

However, we can't allow you to run extension cords across your lot or piggy back cords; storage sheds can't be used as bedrooms for children (or anyone) you were requested not to park your vehicle in front of a reserved spot as it would block entry/exit for their assigned parking space and not to park your truck in such a manner that it was halfway into the road.
Hello Eric, thank you for your review. I'm sorry you feel this way however you were made aware of the age restriction and why: vehicles past a certain age, regardless of mileage, have more issues with electrical and plumbing, which can create a liability for the park as well as their neighbors.
The credit on your electric bill last week is a credit the park received from PG&E that we pass along to tenants. We're not required to do this but we chose to do so anyway. It's referred to as the Climate Credit - you can look it up on the PG&E website.
Unfortunately we can't do anything about the rates, tiers or your usage. The first two are regulated by the CPUC and come to us from PG&E. The latter is under your control and won't change if you move.

This place is a joke. The Office person she is a joke. Never answers the phone. I have had people drive up to me and ask is there ever anyone in the office? She is very rude to people. Over heard her cuss at someone. Makes up rules as she goes along. Don't waste your time here. It's sooooo expensive for the little lot you are given. And every week you are charged more and more for electricity. Like it's a sliding scale. There are way better places for way cheaper 20 minutes down the road. They make it seem like you are getting a deal when you sign a year lease. Well if I would have known the joke this place is when I got here I would have never signed that lease.
And yes there are times when I can't answer the phone or am not in the office. If you have a situation such as an emergency that requires our immediate attention you can notify the answering service or one of the techs.

We did hold off from passing along the March rate increase. So you'll likely see a discrepancy (in your favor). Additionally, we don't mark up rates to cover our cost on maintaining the electrical infrastructure, although some parks do.
You're welcome to view the PG&E rates posted in the display case. These are the rates we use to bill the residential and CARE program. If you're concerned about the accuracy of the meter read please feel free to double check the meter for comparison against your weekly bill.
Most RV'ers are aware of this and many parks have similar restrictions. I assure you the decision was not a reflection on you personally. We look look forward to having you stay with us, just with a vehicle that is within guidelines.
This is an ongoing challenge because some, just a few, feel the rules don't apply to them and don't concern themselves with how they inconvenience others or understand the risks or hazards they create. Such as in your case, when your neighbor parked 4 feet into your space, you were unable to get in and out of your truck. They were upset and left because I couldn't allow them to encroach into your lot. You didn't seem to have a problem with us correcting this.
We don't pursue the year lease as most just don't stay that long. However, you're on a week-to-week rental agreement so I don't really understand your concern as you are not committed to a fixed term lease. If you feel this isn't working for you, we're sorry to see you leave. However, your electric usage will remain the same.
Rules and regulations aren't made up. They are standardized yet specific to this park, part of the rental agreement and based on civil code, standards, what we've seen enhance the living environment and common sense. Fortunately, violations are infrequent and, usually, easily dealt with. Rules are posted outside the office in one of the display cases. Please feel free to review them. If you believe you've been treated unfairly please bring this to the attention of the manager. However, no notices have been issued to RVers in the last several months.
